摘要
现阶段我国主要依靠国务院2014年下发的《事业单位人事管理条例》等法律法规,对医疗卫生事业单位的人力资源进行管理,在管理过程中存在人力资源配置僵化、思想观念落后、人力资源缺乏长效机制、医疗卫生人才管理机制相对落后等问题。为此提出相关建议,包括:坚持以人为本、加强重视工作人员的岗位管理、加强培养力度、创建长效激励机制等。
At this stage,human resources management in medical and health institutions mainly relies on the laws and regulations of"Personnel Management Ordinance of institutions"issued by the State Council in 2014. There are some problems such as rigid human resources allocation,backward ideas,lack of long-term mechanism of human resources,medical talent management mechanism is backward too and so on. Therefore,it puts forward relevant suggestions as that adhere to the people-oriented approach,strengthen and pay more attention to post management of staffs,strengthen training efforts,and creating long-term incentive mechanism.
