基于多层次综合评价的玉溪市农村集体建设用地流转潜力测算

Calculation of the Circulation Potential of the Rural Collective Construction Land in Yuxi Based on Multilevel Comprehensive Evaluation

采用人均建设用地标准法,从自然、自然经济、自然经济社会进行多层次综合评价修正,分别测算2015~2020年、2015~2030年玉溪市各县区农村集体建设用地流转潜力,并基于聚类分析法对各县区不同时段不同层次流转潜力进行级别划分,利用Arcgis10.2对潜力级别进行可视化空间表达.结果显示:玉溪市农村集体建设用地流转潜力偏小,流转潜力时序变化较为稳定,但各层次潜力空间格局演变明显,总体呈现下降趋势.从方法看,从自然、自然经济、自然经济社会分层次综合修正,可以更为客观地反映出土地流转的现实潜力.

The circulation potential of collective construction land covering 2015 -2020, 2015 -2030 in each county was calcu-lated with the standeird of per capita construction land use and comprehensive modification at eill levels from the perspectives of na-ture, economy and society. Afterwards, the potential in different periods and at different levels was classified with the help of cluste-ring methodology and then the spatial variations in the potential of each county were visualized by using ArcGIS 10. 2. The results indicate that （1） the circulation potential of collective construction land in Yuxi is on the lower side as a result of low development of society and economy in towns; （2 ） the circulation potential is generally in a declining trend but with a stable temporal variation and evident spatial evolution at all levels; （3 ） layered comprehensive modification from the perspectives of nature, natural economy and economical society can give a more objective reflection of the realistic potential.
