摘要
小中甸水库位于云南省迪庆州香格里拉县硕多岗河上游,是硕多岗河流域综合开发的龙头水库,自下闸蓄水以来发挥了发电、防洪、灌溉、生态保护等综合效益,但水库在运行中,库岸坍塌、库周居民产生的生活污水等也会给水库的运行带来风险,通过对这些风险的分析,提出了要大力推行河长制、树立综合治水的理念等对策。
Xiaozhongdian Reservoir is situated at the upper reaches of Shuoduogang River in Shangri-La City,Deqen Tibetan Autonomous Prefecture of Yunnan Province. It is a backbone project with comprehensive benefits of power generation, flood control, irrigation and ecological restoration. During the operation, the reservoir encounters challenges brought by bank collapse and sewage discharge from residential areas. Water governance such as river chief system and integrated water resources management should be highlighted so as to deal with these risk factors.
