摘要
以学者文献、统计数据和实践工作为基础,从整合食品安全监管资源、提升食品监管力度、提升监管工作效率等方面阐述市场监管体制改革对食品安全工作的推动作用,同时从综合执法弱化食品监管工作、规范差异削弱执法公平性、权责奖惩错配降低监管人员能动性等方面论证体制改革可能对食品安全监管工作带来的不利影响,并提出可行性建议,对各地市场监管体制改革中食品安全工作部署具有一定参考价值。
Based on the literatures, statistical data aad practice,from the integration of food safety supervision resources, enhancement offood supervision , improvement of regulatory efficiency , the promotion effects of the reform of the market supervision system on food safety workwere elaborated,at the same time from the comprehensive law enforcement supervision nor m s,weakening foodness ,law enforcement responsibilities mismatch supervision punishment staff initiative as proof of reform m a y bring adverse effects on the foodsafety supervision work,and put forward some feasible suggestions for the deployment,which has the certain reference value to the reform ofmarket supervision system of food safety work around.
