突发事件风险管理是一种创新的科学管理体系,是坚持以人为本、执政为民、全面履行政府职能的重要体现,是服务经济社会发展全局、确保人民群众生命财产安全的重要手段,是做好突发事件预防和应急准备工作、提高突发事件风险控制和应对能力的重要抓手。本文研究了突发事件风险管理的理论基础,在此基础上阐述了突发事件风险数据库的建设内容与组织方式,并介绍了突发事件风险管理在重庆市突发事件登记中的应用。
