摘要 人力资源是公立医院基于服务情境下坚持社会效益优先兼顾经济效益的最基本要素,是公立医院的战略性资源。深入剖析公立医院在人力资源管理理念以及人力资源管理6大模块中存在的问题,针对性地提出以下建议:树立正确的人力资源管理理念,健全战略性的人力资源规划,完善人才的招聘与配置体系,以投资的眼光看人力资源培训,制定高效、公平合理的绩效考核体系,遵循公平的原则、建立层级式薪酬激励机制,打造和谐的员工关系,以期构建公立医院战略性的人力资源管理体系,为组织内部员工和外部顾客提供最优质的服务。 Human resource is the most basic element of public hospitals based on the service situation giving priority to social benefit as well as economic benefits,and is also a strategic resource of public hospitals. In-depth analysis of problems existing in the human resource management concept and six modules of human resources management was conducted in public hospitals,as a result of which the following suggestions were made accordingly: establishing right concept of human resource management,improving strategic human resource planning,consummating talent recruitment and allocation system,looking upon Human Resource Training in an investment view,setting up an efficient,fair and reasonable performance appraisal system,building hierarchical incentive mechanism abiding by the principle of fairness and obtaining harmonious employee relationship. All is aimed at the construction of strategic human resource management system in public hospitals,and providing best service for both internal staffs and external customers.
