摘要
国际海事组织海上安全委员会在第82届大会上颁布了MSC.216(82)决议,对客船安全返港能力进行了严格的规定,要求在设计过程中须考虑客船上重要系统的性能。为此,对SOLAS公约第Ⅱ-1/8-1条、第Ⅱ-2/21条、第Ⅱ-2/22条和第Ⅱ-2/23条的重要概念进行详解,并且正确解读MSC.1/Circ.1369通函及附件的内容,分析安全返港和有序撤离之间的关系,进而提出设计过程的阶段与设计内容。
The MSC.216(82)resolution,published on 82 th session of the IMO maritime safety committee(MSC),brought the relevant requirements of safe return to port(SRTP)for passenger ships.The performance standards for the essential systems after a casualty during designing are taken into account.Relevant concepts in SOLAS regulations Ⅱ-1/8-1,Ⅱ-2/21,22 and 23 were introduced and analyzed in detail.MSC.1/Circ.1369 including Add1 was unscrambled correctly.The relation between SRTP and orderly evacuation was analyzed.The design stage and design content were brought.
