京津冀协同发展目标下的法治政府保障评价问题初探

A Study on the Evaluation Problem of Ensuring Government by Rule of Law under the Collaborative Development of the Beijing-Tianjin-Hebei Region

加强法治政府建设对保障京津冀协同发展具有重要的政治效能和社会效能。当前,构建一套科学的法治政府保障评价体系应成为推动京津冀协同发展的重中之重。京津冀协同发展理念及其主要任务为构建法治政府保障评价体系提供了政策依据。在法治政府保障评价中既存在着差异性问题也存在诸多共性问题。在此基础上,力图从价值导向、具体要求、内容设置等方面,尝试对构建京津冀地区法治政府保障评价体系提出的几点思考。

Strengthening the construction of a government of the rule of law has an important political and social role in ensuring the coordinated development of Beijing, Tianjin and Hebei. At present, the construction of a scientific evaluation system of guarantee provided by a government of the rule of law should be the top priority in the process of promoting the coordinated development of Beijing, Tianjin and Hebei. The concept and main tasks of the coordinated development of Beijing, Tianjin and Hebei provide the policy basis for constructing an evaluation system of guarantee provided by a government of the rule of law. There are many differences and common problems in the evaluation of guarantee provided by a government of the rule of law. On this basis, this paper tries to propose some thoughts on the construction of evaluation system of guarantee provided by a government of the rule of law in the region of Beijing, Tianjin and Hebei. These aspects include value orientation, specific requirements, content settings and so on.
