我国正全面开展医疗联合体建设工作,科学合理的模式选择和机制构建对医疗联合体运行成效至关重要。在武汉、天津、济宁等地调研了多家医疗联合体,通过二手资料搜集和关键知情人访谈,系统梳理国内部分地区医疗联合体建设情况,归纳提出医疗联合体构建的前提条件,包括政府主导、因地制宜统筹规划、不同医疗机构优势互补、尊重成员单位合作意愿与利益诉求;医疗联合体建设与运行需考虑工作制度、资源共享、服务创新、医保支付、信息共享、效果监测等方面的关键问题。

The construction of medical consortium is being carried out in an all-round way in China. The scientific and rational mode selection and mechanism construction are very important to the effectiveness of medical alliance.Different kinds of medical alliance were investigated in Wuhan,Tianjin,Jining and other places. Through data collection and interviews with key insiders,the situation of medical alliance in some areas is systematically reviewed. The paper summarizes the preconditions of medical alliance construction,including government leading,local planning,coordination of different medical institutions,and respect for the willingness and interest of the member units. The operation of medical alliance needs to consider key issues such as work system,resource sharing,service innovation,medical insurance payment,information sharing and effect surveillance.
