医疗器械“阳光采购”的实践路径与思考——以上海市为例

Practice Path and Thinking of Open Procurement for Medical Devices——Taking Shanghai as an Example

从2016年4月起,上海市探索医疗器械阳光采购机制,通过建立医疗器械统编字典库、生产-使用两端四系统自联、建立资证管理系统、推行阳光议价,实现"阳光采购"全覆盖,信息支撑高效率,市场竞争渐充分,器械降价惠民生的目标。建议下一步借助大数据技术提高信息服务质量,建立健全长效动态监管机制,实现由行政管理向社会治理的深度转变。

Since April 2016, Shanghai has explored the public procurement mechanism of medical devices, through the establishment of a dictionary library of medical devices, the establishment of a certificate management system, and the implementation of the open bargaining, so as to realize the full coverage of ＂sunshine procurement＂ and truly realize the price reduction of medical instruments. It is suggested that the next step is to improve the quality of information service with the help of big data technology, and establish a dynamic regulatory mechanism to achieve a deep transformation from administrative management to social governance.
