试生产前安全审查PSSR是过程安全管理(PSM)中的一个重要要素,其目的在于判定新改扩建项目、新设备(包括租用设备)或修改后工艺设备所有变更的装置能否安全启动。传统的PSSR由生产单位(包括承包商)组成PSSR小组进行审查,即自己审查自己,难免会出现盲区、遗漏。文章从实践出发,探讨专业第三方PSSR评估的客观性、可靠性和安全性。

Pre-startup Safety Review(PSSR)is an important element in Process Safety Management(PSM),which is designed to determine whether a new extension project,new equipment(including rental equipment)or modification of the process equipment changes in the device can be started safely.Traditional PSSR is carried out by the production company(including contractors)in the PSSR team to review itself.It is inevitable that there will be blind spots and omissions.This paper discusses the objectivity,reliability and safety of the professional third-party PSSR assessment based on practice.
