面向创新发展的陕西高等教育“四个一流”建设研究

Research on the "Four First-class" Construction in the High Education of Shaanxi for Innovative Development

在国家出台《统筹推进世界一流大学和一流学科建设总体方案》和陕西省提出"十三五"期间进行"一流大学,一流学科,一流学院,一流专业"建设的背景下,本文研究了陕西省高等学校"四个一流"建设的内涵,分析了"四个一流"建设对陕西省创新发展的支撑和带动作用,在此基础上,从建设理念、顶层设计、战略规划与方案制定等5个方面提出陕西省高等学校实施"四个一流"计划的对策建议。

Under the background of ＂promote the overall development of the world first-class university and the first-class discipline construction overall plan＂ by China government and also the following plan put forward by Shaanxi province government during the ＂13 th Five-Year＂ which is ＂first-class university,first-class discipline,first-class school,first-class major construction＂（four first-class construction）,this paper studies the ＂four-class construction＂ of the universities in Shaanxi province,and analyzes the supporting and leading roles of the ＂four-class construction＂ to the innovative development of Shaanxi province. On this base,it proposes the countermeasures and suggestions about carrying out the ＂four first-class construction＂ plan from five aspects such as the concept of construction,top-level design and strategic planning as well as program development.
