摘要
我国大部分地区当前采用的仍是以直接拨款为主的"传统"扶贫方式,这一方式虽然能够短时间地改善贫困人口的生活水平,但不具备可持续性,很难帮助其顺利脱贫。2013年,习近平总书记提出了"精准扶贫"的重要思想,为了贯彻相关政策精神,实现由"输血式"扶贫到"造血式"扶贫的转变,就必须要强化产业扶贫,形成高效价值链。本文主要对我国产业精准扶贫的现状、产业价值链的构建方式等进行了探讨,希望能够补齐扶贫工作短板,打赢精准扶贫攻坚战。
bIn most parts of China, the ＂traditional＂ poverty alleviation method based on direct appropriation is still adopted. Althoughthis method can improve the living standards of the poor population in a short time, it is not sustainable and it is difficult to get rid ofpoverty smoothly. In 2013, General Secretary Xi Jinping put forward the important idea of ＂precise poverty alleviation＂. In order toimplement the relevant policy spirit and realize the transformation from ＂transfusion-type＂ poverty alleviation to ＂hematopoietic＂ povertyalleviation, it is necessary to strengthen industrial poverty alleviation and form an efficient value chain. This paper mainly discusses thecurrent situation of China＇s industrial precision poverty alleviation and the construction method of the industrial value chain. It hopes to fillthe shortcomings of poverty alleviation work and win the battle against precision poverty alleviation.
