特色小镇用PPP还是土地捆绑出让的研究

Study on the Use of PPP or Land Bundling Transfer in Characteristic Towns

PPP(政府和社会资本合作)作为基础设施和公共服务的先进模式,成为众多社会资本和地方政府青睐的模式,近年发展已有成效。但在特色小镇领域,由于其的"特"性,一部分特色小镇的参与者举足不定,一部分跃跃欲试,干劲十足。以下结合当下特色小镇的发展趋势、政企双方的需求匹配情况,简要探讨、说明特色小镇不用PPP可能更好。

PPP（Public-Private Partnership）, as an advanced model of infrastructure and public services, has become a model favored by many social capitals and local governments. In recent years, development has achieved results. However, in the area of characteristic towns, due to its ＂special＂ nature, some of the participants in the characteristic towns are uncertain, and some are eager to try and be full of energy. In the following, combined with the development trend of the current characteristic towns and the matching of the needs of both government and enterprises, it briefly discusses and explains that it is better for the characteristic towns not to use PPP.
