The Dilemma of “Deprived Family” and the Implementation of the Special Assistance Systemfor Families Practicing Family Planning

"失独家庭"是我国推行计划生育政策以来出现的特殊群体,面临着"内部调适"和"外部融入"两类再适应问题。为了解决"失独家庭"的问题,政府制定了计划生育家庭特别扶助制度。这一政策在解决独生子女家庭实际困难,稳定低生育水平,促进社会建设等方面作用显著,但在实施过程中暴露出部门责任界定模糊、扶助标准偏低、政策服务不完善、扶助内容和方式单一等问题。针对这些问题,应从明确责任主体、调整扶助标准、简化工作程序、扩大扶助内容等方面进一步完善计划生育家庭特别扶助制度。

The＂deprived family＂is a special group formed since the implementation of the family planning policy in China,and it faces the problems of＂internal adjustment＂and ＂external integration＂.In order to solve the problem of＂deprived family＂,the government has formulated a Special Assistance System for Families Practicing Family Planning.This policy has played a significant role in solving the practical difficulties of the one-child family,stabilizing the low fertility level,and promoting social construction.However,in the implementation process,the definition of departmental responsibility is vague,the support standard is low,the policy service is imperfect,and the support content and method are single and other issues.In response to these problems,further improve the special support system for family planning families from the aspects of clarifying the main body of responsibility,adjusting the standard of assistance,simplifying work procedures,and enriching the content of support.
