制度信任视角下邻避冲突的生成机理——一个新的解释框架

Study on the Generation Mechanism of the NIMBY Conflict from the Perspective of Institutional Trust——A newinterpretation framework

作为暴力式的群体性事件,邻避冲突容易造成社会局部失稳和资源浪费。制度信任与邻避冲突存在着紧密的交互关系,因此从制度信任视角出发,借助制度信任的分析框架,探究邻避冲突的生成机理,是剖析邻避冲突的一个重要途径。

As a kind of violent mass event,violent NIMBY conflict is easy to cause partial social instability and waste of resources. There is a close interactive relationship between the institutional trust and the NIMBY conflict,so from the perspective of institutional trust,with the aid of institutional trust analysis framework,so as to explore the generation mechanism of the NIMBY conflict,it is an important way to analyze the NIMBY conflict. The analysis finds that the NIMBY conflict originates from the non-standard formulation of the system,the unscientific implementation of the system and the poor system evaluation and identification. In view of this,we propose to sound the system formulation process and improve the system supply’s capacity,optimize conflict resolution and enhance the capacity of system implementation,remolde ＂soft culture＂in order to enhance system identity and reputation,which are the appropriate paths to resolve the NIMBY conflict.
