党的思想建设首位度调整的“三性”论

Discussion on the Adjustment of the Primacy Ratio of Party's Ideological Building

十九大报告首次将政治建设置于党的建设工作首位,思想建设退居其次,这是党建理论的又一次重大创新,不仅意味着政治建设将引领未来的党建工作,而且也意味着思想建设自1929年以来的首位度调整。党的思想建设首位度调整并不意味着其重要性降低,而是有着历史必然性、现实必要性和实践指导性。探讨党的思想建设首位度调整之"三性",并对这一历史性变化进行全面、客观、科学、准确的理论阐述,可以帮助基层党组织顺应时代要求和发展趋势,开展卓有成效的思想建设实践工作。

The report of the 19 th National Congress of the Communist Party of China has put the party’s political building first place in party building for the first time,than the ideological building has been put second place. This was an important innovation in our party’s theory. This innovation means not only that party building will be guided by the political building,but also that the ideological building was adjusted since 1929. To make the adjustment which does not mean to reduce the importance of theory,is for three arguments containing historical inevitability,realistic necessity and practice guidance. To discuss three arguments on the adjustment of the primacy ratio of party’s ideological building,than make an comprehensive,objective,scientific and accurate theoretical explanation for the historical change,could help primary-level party organizations follow the times requirements and the development trend,than implement effective works for party’s ideological building.
