摘要
个人税收优惠型健康保险作为首个受到国家税收政策支持的个人商业保险产品,有着重大的现实意义。这款兼具税收减免和保障功能的健康保险产品,突破了保险业既往的业务模式与管理体系,是一款准公共产品,业界普遍看好。然而自试点至全国推广,却暴露出了"遇冷"的突出问题。本文试从保险公司角度对税优健康险产品开发与销售环节进行分析,通过解读相关政策,结合现有税优健康险产品的特点,并考察保险公司的业务开展情况,寻找问题所在,对下一步的完善改进税优健康险提出思考,以期顺利推向全国,以加快"健康中国"战略构想的实现。
Personal tax preferential healthcare insurance, the first personal commercial insurance product supported by national tax policy, is of great significance. This health insurance product, which combines tax break and safeguards, broke through the insurance industryls past business model and management system. It is a quasi public product and is generally favored by the industry. However, during the pilot phase, the market response of the tax preferential healthcare insurance did not meet the industry's expectation. Because the development and promotion of insurance products depends on the insurance companies, the article tries to analyze the development and sales of tax preferential healthcare insurance ftom the perspective of the insurance company. Through analyzing relevant policies, combining with the characteristics of the existing products, and examining the business devel opment of insurance companies, find the problems, and seek solutions to improve and perfect the tax preferential healthcare insurance. Moreover, we hope that through this move to popularize this insur ance, accelerate the realization of "healthy China" strategic concept.
