常州科技投融资体系创新研究

A Research on Innovation of Investment and Financing System for Science and Technology in Changzhou

近年来,苏南地区通过金融发展来支撑科技创新并取得了较好的成效,但融资约束仍然是当前制约企业科技创新的最主要因素。因此,积极探索和完善金融机构对科技创新的各种支持形式,实现科技"第一生产力"与资本"第一推动力"的有效对接,是建设创新型城市和地区的关键环节。针对常州的实际情况,以"创新、协调、绿色、开放、共享"五大发展理念为引领,提出构建以"一个重心、两个亮点、三个补充、四个层级"为特色的多元化、多层次科技创新投融资体系,为苏南国家自主创新示范区的建设提供政策参考。

In recent years,Southern Jiangsu has made great achievements in scientific and technological innovation through financial development,but financing constraints are still the main factors that restrict the innovation of science and technology. Therefore,it is a key link for the construction of innovative cities and regions to actively explore and improve various supporting systems of scientific and technological innovation by financial institutions and to achieve the effective interface between science technology,＂the first productive force＂,and capital,＂the first driving force＂. In viewof the actual situation in Changzhou,with the guidance of the five development concepts of ＂innovation,coordination,green,openness and sharing ＂,this paper tries to construct a diversified and multi-level investment and financing system featured by ＂one focus,two highlights,three supplements and four levels＂,hoping to provide policy references for the construction of independent innovation demonstration area in Southern Jiangsu.
