农户视角下精准扶贫实践困境及政策启示——基于宁夏彭阳县农户调查数据

Practice Plight and Policy Enlightenment of Taking Targeted Measures in Poverty Alleviation from Perspective of Rural Households

及时发现和解决精准扶贫进程中所面临的难题,对可持续稳固脱贫有着重要的现实意义。以宁夏彭阳县的126户贫困户作为研究对象,对精准扶贫政策的实施效果进行调查,结果显示,彭阳县精准扶贫政策的实施效果较好,但在实际操作过程中存在帮扶措施差异性较小、贫困农户内生动力不足、融资难、扶贫信息不对称等问题。基于已有实践经验,提出应建立完善的建档立卡动态管理监督机制,并加大扶贫政策宣传力度以保障脱贫质量。

Finding and solving the difficult problems in the targeted poverty alleviation in time has important practical significance for the sustainable poverty reduction. Taking 126 poor rural households in Pengyang County,Ningxia as the research objects,the implementation effect of taking targeted measures in poverty alleviation were investigated. The results showed that the implementation effect was good. There were some problems in the actual operation process such as the differences in the help measures were small,famers＇ internal impetus was insufficient, it was difficult to finance, and the poverty alleviation information was asymmetric. Based on the practical experiences,the countermeasures were put forward including establishing perfect supervision mechanism of dynamic management with putting in files,and strengthening the poverty alleviation policy publicity to ensure the quality of poverty reduction.
