关于利用资本市场助推地方国企改革的调查与思考

Research and Reflection on the Use of Capital Market to Promote the Reform of Local State-owned Enterprises

国有企业是国民经济的命脉。近年来,山西省国有企业在推动供给侧结构性改革、去产能、去杠杆等方面取得了一定的成绩,但同时也存在利用资本市场不足等问题。为深入研究地方国企改革面临的突出问题,重点围绕利用资本市场推动国企改革重组,本文针对山西省3家国有上市公司、1家民营上市公司进行了实地调查,发现上市公司存在资本市场利用不充分、主营业务单一、市场竞争力不足、集团公司资产难以实现整体上市、对国有股权的管理要求与资本市场发展要求存在一定差距等方面的问题,并提出了针对性的对策建议。

State - owned enterprises are the lifeblood of the national economy. In recent years, state - owned enterprises in Shanxi Province have achieved certain achievements in promoting supply - side structural reform, cutting overcapacity, and deleveraging, etc. But there are also problems such as insufficient utilization of capital market. In Order to further study the problems confronting the reform of local state - owned enterprises, focusing on the use of capital market to promote state -owned enterprise reform and reorganization, the author recently went to three state - owned listed companies and one private listed company in Shanxi Province to conduct field investigation. It is found that listed companies have the problems of insufficient utilization of capital market, single main business, lack of market competitiveness, the overall listing of group company assets being difficult to achieve, and a certain gap between the management of the state - owned equity and capital market development requirements. The corresponding countermeasures and suggestions are put forward.
