摘要
职业教育政策执行的评估标准是评判职业教育政策执行过程及效果的依据和尺度。通过对传统的强调"技术"的"3Es+1A"政策评估标准的审视和反思,基于"技术-政治-人"三维构建了职业教育政策执行的评估标准:一维是职业教育政策执行评估的"技术标准",包括政策投入、政策执行过程、政策效果、政策效率;一维是职业教育政策执行评估的"政治标准",包括公平性、回应性;一维是职业教育政策执行评估的"人的标准",包括以"人"为出发点、评估过程中要坚持"人的在场"、评估最终要以是否有利于"人的发展"为最终归依。
The assess standards for vocational education policy implementation are the basis and scale of judging the process and effect of policy. Based on the review and reflection of the traditional "3 Es+1 A" assessment standard, the "Technology-Politics-People" of three-dimensional assess standards for vocational education policy implementation are put forward. Among three dimensions, one dimension is the "technical" assess standard for the implementation of vocational education policy, including policy input, policy implementation process, policy effectiveness and policy efficiency; Another dimension is the "political" assess standard, including fairness and responsiveness; The third dimension is "people" assess standard, including taking the "people" as the starting point, the assessment process adhering to the "person's presence", and whether the assessment purpose will ultimately be in favor of "human development".
