基于油公司等客户主体持续的体制改革和技术创新要求,海上油田监督管理单位建立了"监督+设计+数据"的闭环产业结构。为推动配套的"科学运营+队伍建设"的管理创新,建立了"扁平化+经营指标分解"的运营模式和"绩效考核+竞聘上岗"的激励机制,完善了"监督+三支队伍"的人才培养体系。形成三位一体的数字化监督技术服务模式,打造出人才孵化站,推动了人力资源的科学管理,作业量稳步增加,实现盈利增长和油公司"降本增效"的有机协同。
Based on the continuous institutional reform and technological innovation requirements of the customers such as oil companies, the offshore oilfield supervision and management units have established a closed loop industrial structure of "supervision+design+data". In order to promote the management innovation of "scientific operation+team construction", the operation mode of "flat+ management index decomposition" and the incentive mechanism of "performance appraisal +competition on post" were set up, and the personnel training system of "supervision+three teams" was perfected, which forms a trinitarian digital supervision technology service mode and a talent hatchery station, promotes the scientific management of human resources, makes quantity of operation steadily increase, and realizes the organic synergy of profit growth and "cost reducing and efficiency increasing" of the oil companies.
