义务教育阶段学生公民素养教育的实证研究——以苏州市为例

摘要 公民素养是世界各国学生发展核心素养的重要组成部分,也是我国社会主义核心价值观的应有之义。聚焦义务教育阶段学生公民素养,对苏州市5439名中小学生、629名教师、80名校长进行调查。调查结果表明,小学生的规则意识和责任意识较强,环境意识较弱;初中生的民主意识较强,参与学校事务较弱。阻碍学校开展公民素养教育最重要的因素是思想品德课的教学内容与方式存在问题,其次是缺乏实施公民素养教育的师资。学生公民素养的表现水平与公民素养教育开展方式存在密切的关系。鉴于目前苏州市不同区域、学段和学校之间学生公民素养发展的差异,从公民素养教育的价值取向、目标导向、课程建设、教学实施以及合力育人等视角提出了政策建议。 Civic literacy is the important component of students' core literacy around the world and it is also the necessary significance of China's socialist core values. In terms of students' civic literacy in the stage of compulsory education in China, this author has surveyed 5439 primary and secondary school students, 629 teachers and 80 headmasters, revealing that pupils have a strong awareness of regulation and responsibility with weak awareness of environment; and that junior middle school students have a strong awareness of democracy with weak awareness of participation in school affairs. Findings also show that the most important obstacle to preventing school's civic literacy education is the problems with teaching contents and styles of moral lessons, and that schools lack teachers in implementing civic literacy education. In view of differences in students' civic literacy development in Suzhou City, this paper proposes some policy suggestions from the value orientation, goal orientation, curriculum construction and teaching implementation.
