A Preliminary Study on PPP Mode Participating in Ecological Civilization Construction

PPP模式(公私合作模式)参与生态文明建设是创新环保产业投融资机制,协调绿水青山与社会经济发展的关键环节。但现有环保类PPP项目实践中,存在项目落地率低、监管体系薄弱、邻避效应严峻等突出问题。对此,谨慎识别项目,推进信息公开和民主协商,提升社会责任感,是实现在生态文明领域适用PPP模式可持续发展的重要路径。

The participation of the PPP（Public-Private Partnership） model in the construction of ecological civilization is a key link for the innovation of the environmental protection industry investment and financing mechanism, and the coordination of environmental protection and social and economic development. However, in the existing practice of environmental protection PPP projects, there are outstanding problems such as low project landing rate, weak supervision system,and severe effects of NIMBY（Not In My Backyard）. In this regard, careful project identification,advancement of information disclosure and democratic consultation, and promotion of social responsibility are important paths for achieving the sustainable development of the PPP model adapted in the field of ecological civilization.
