排污许可制度是控制污染物排放总量的一种有效制度。通过对排污许可证制度的法律基础和实施过程的研究,对制度改革提出建议。通过对国家排污许可政策的最新动向及对于排污许可证制度的可行技术的分析,全面剖析我国排污许可制度的最新问题及解决办法,建议在全国范围内进行具有地方特色的科学的排污许可制度建设,构建健全排污许可综合管理的环保平台,发挥公众监督效力,进一步完善制度。
The pollutant discharge permit system is an effective system to control the total emission of pollutantsThrough the study of the legal basis and the implementation process of the pollutant discharge permit system,the paper puts forward some suggestions on the reform of the system. Through the latest development of the national e-mission permit policy and the analysis of the feasible technology of the pollutant discharge permit system,the lat-est problems and solutions of ChinaEs pollution emission permit system are comprehensively analyzed. It is also necessary to carry out the construction of pollutant discharge permit system with local characteristics nationwide. It is necessary to build a sound environmental protection platform for the comprehensive management of pollutant discharge permits,and it is also an important link of the system to play the role of public supervision,and further to improve the system.
