美国艾姆斯实验室GOCO模式的管理经验探究

Exploration on management experience of GOCO mode in Ames Laboratory of United States

隶属于美国能源部的国家实验室分为政府直接管理运营即国有国营GOGO和委托工业界、学术界或者非盈利性机构即国有民营GOCO两种管理类型,而大部分实验室采用GOCO模式进行管理。文章从法律依据、管理架构及管理制度3方面介绍美国能源部运作下的艾姆斯实验室GOCO模式的管理经验,以期为贵州省的政府委托专业机构管理国家实验室的研究提供参考。

The United States＇ s national laboratories affiliated to Department of Energy are divided into two types, including the Government-Owned and Government-Operated（GOGO） national laboratories and the Government-Owned and Contrator-Operated（GOCO） ones. Most of them are opreated by GOCO mode. Ames Laboratory is affiliated to the United States Department of Energy. This paper introduces Ames Laboratory GOCO mode from three aspects of the legal basis, management structure and management system, in order to provide reference for Guizhou province organization on management national laboratories.
