我国绿色金融体系建设的现状、问题及对策研究

Research on the Current Situation,Problems and Countermeasures of China's Green Financial System Construction

指出了绿色金融体系建设有利于动员和激励更多社会资本投入到绿色产业中来,加快了我国经济向绿色化转型。目前,我国的绿色金融体系建设正在稳步推进,绿色金融产品持续创新,政策支撑不断完善,但是其仍存在界定不清晰、政策法规缺失、产品创新力不足、顶层设计不完善、人才缺乏、中介服务水平不高等问题。为此,提出了明晰绿色金融含义、促进绿色金融立法、推动产品创新、健全系统性顶层设计、培养专业化人才和建立多层次中介服务机构等建议,以加速推动我国绿色金融体系建设。

Green financial system construction is conducive to mobilizing and encouraging more social capital to invest in the green industry and speeding up the transformation of China＇s economy to greening.At present,green financial system construction in China is steadily advancing;green financial products are constantly innovating and the policy support is constantly improved.However,there are still problems on unclear definition,lack of policy and regulations,insufficient product innovation,imperfect top-level design,lack of talent and low level of intermediary service.Therefore,it is necessary to accelerate China＇s green financial system construction by clarifying the meaning of green finance,promoting green finance legislation,promoting product innovation,perfecting the systematic top-level design,cultivating professional talents and establishing a multilevel intermediary service institution.
