Exploration and prospect of water quota in Heilongjiang Province

实行总量控制和定额管理制度是贯彻国家法律法规、实施最严格水资源管理制度的重要基础。本文较为详细地分析了黑龙江省用水特点,总结了前期制定地方标准主要经验做法和存在问题,探讨性提出了解决对策与展望。旨在今后制定符合黑龙江省区域水资源条件和社会经济发展状况的地方用水定额标准,为开展行业计划用水、节约用水、污水排放等水资源管理提供科学依据。

The implementation of total quantity control and quota management system is an important basis for the implementation of national laws and regulations and the strictest water resources management system.In this paper,the characteristics of water use in heilongjiang province were analyzed in detail,and the main experiences and practices and existing problems in the early development of local standards were summarized,the countermeasures and prospects were put forward.The aim is to formulate the local water quota standards that meet the regional water resources conditions and social and economic development conditions of heilongjiang province in the future,it provides scientific basis for water resources management such as water use planning,water saving and sewage discharge.
