俄罗斯、挪威、德国清洁供暖交流启示

习近平总书记在中央财经领导小组第14次会议上指出清洁取暖的重要性,为供热行业下一步工作指明了方向。俄罗斯、挪威和德国在清洁供暖的发展方面比我国要早。了解他们在供热方面的先进经验和发展动态,对我国的供热发展具有启示和引领作用。笔者2018年底参加了住房和城乡建设部组团对上述三国的政府部门、科研机构和企业进行考察。学习他们在清洁供暖方面的能源结构和供暖政策。结合我国现阶段供暖面临的问题,研究解决以现实为突破口的政策措施建议,以助于我国清洁供热行业的发展。

General Secretary Xi Jinping pointed out the importance of clean heating in the 14th meeting of the Central Finaneial Leading Group and pointed out the direetion for the next step in the heating industry.Russia, Norway and Germany are ahead of our country in the development of elean heating. Understand their advaneed experienee and development in heating, and have inspiration and leading role in the development of heating in our eountry. At the end of 2018, the writer partieipated in a delegation of the Ministry of Housing and Urban-Rural Development to inspeet the government departments, seientific research institutions, and enterprises of the three eountries mentioned above. Learn their energy strneture and heating polieies for elean heating. Combining with the problems faeed by heating in China at this stage, we will study and solve the poliey and measures reeommendations based on reality as a breakthrough to help the development of the elean heating industry in China.
