农地流转中农户对中介组织的满意度分析——以武汉市为例

Analysis of the Satisfaction of Farmers to Intermediary Organizations in the Process of Farmland Transfer——Taking the City of Wuhan as an Example

土地流转中中介组织是连接农村集体、农民、企业和政府的桥梁与纽带,研究农户对中介组织的满意度,有利于完善中介组织建设,推进土地顺利流转。运用问卷调查法和数据包络分析法对武汉市江夏区和黄陂区22个村庄进行调查研究,研究结果表明:83%的农户对土地流转中的中介组织表示满意,中介组织能够提高土地流转的效率和成功率,但中介组织依然存在专业水平偏低、出现信任危机等问题。建议:(1)中介组织应提高专业服务水平;(2)村委会应清晰界定角色,维护和保障农户的权益;(3)引入竞争机制,打破村委会对于土地流转双方的垄断代理。

Intermediary organization is the bridge and belt connected rural collective, peasants, enterprises and government in the land circulation. So, this paper points out that investigating the satisfaction of farmers on intermediary organizations will help us improve the construction of intermediary organizations and smooth the procedure of farmland transfer. Through investigating and studying the facts that lay behind in the 22 villages of Jiangxia and Huangpi districts in the city of Wuhan by questionnaire method and data envelopment analysis（DEA）, the results show that 83% farmers are satisfied with the work that have been done by intermediary organizations. However, although the intermediary organizations can improve the efficiency and success rate of land transfer, the problems such as low specialization level, trust crisis in the period of farmland transfer are also existed. In view of this, this paper proposes that the intermediary organizations must raise the level of professional services. The role of village committee should be clearly defined with a view to safeguard and protect the rights and interests of farmers. And competition mechanisms should be introduced so as to break the village committee＇s monopoly on land transfer.
