我国新型职业农民培育的问题及对策

Analysis on the Problems of New-type Professional Farmers' Cultivation and the Countermeasures in China

培育新型职业农民不仅是提高我国农民收入实现农业现代化的重要途径,也是解决未来农村"谁来种地"的关键。近年来各级政府高度重视,出台了许多政策支持新型职业农民培育,取得了一定成效。但同时也出现了财政资金使用效率不高、培训对象选择不佳、培训对象参与积极性不高、培训内容实用性差、培训管理机制不健全等问题。鉴于此,从新型职业农民的定义与特征出发,借鉴发达国家经验,提出适合我国国情的职业农民培育问题对策,对当前的新型职业农民培育具有重要的现实意义。

Cultivating new-type professional farmers is not only an important approach to increase the income of farmers in China to realize agricultural modernization,but also the key to solving the problem of＂who will plant the land＂in the future countryside.In recent years,governments at all levels have attached great importance to it and introduced many policies to support the cultivation of new-type professional farmers,which has achieved certain effectiveness.However,problems such as inefficient use of financial funds,poor selection of trainees,poor motivation of participants,poor practicality of training contents,and unsound training management mechanisms have also emerged.In view of this,it is of great practical significance to cultivate the new-type professional farmers starting from the definition and characteristics of the new professional farmers,referring to the experience of the developed countries,and proposing countermeasures that are suitable for China＇s national conditions.
