Developing and Improving Deliberative Democracy:Inspirations from Deliberative System Theory

推进协商民主的系统化是我国新时期的新要求。协商系统(deliberative system)指的是各种能够推进或达成协商的活动、制度结合起来所形成的整体。从协商系统的构成角度来说,促进或达成协商的功能性指标是确定那些从自身看来并不属于协商活动或制度构成协商系统之一部分的标准。此外,从系统整体的角度来看,协商系统比面对面式样的协商制度具有更多的优势,但与此同时,它也面临着一些需要应对的挑战。协商系统理论对于我国进一步推进协商民主制度化建设具有启示意义。

Promoting the systematization of deliberative democracy is the requirement to our country in the new era. Deliberative system refers to the whole actions and institutions which promote and achieve deliberation. The functional criteria of promoting and achieving deliberation is to identify the deliberative actions and institutions which by itself do not belong to deliberative system from the aspect of composition of deliberative system. Besides,from the aspect of the entire system,deliberative system is superior to face-to-face deliberative institutions. However,it also faces to many challenges. Finally,deliberative system theory is helpful in promoting the institutionalization of deliberative democracy in our country.
