摘要
双一流建设背景下,大学院系职能的细化、院系利益主体的多元化以及创新一流院系文化等对我国大学院系的传统行政管理模式提出了挑战,大学院系建设亟需构建与双一流建设相匹配的新型治理模式。从院系治理的实践来看,存在学校和学院权责不清、内部治理结构不完善、院系治理文化缺失等问题。院系治理转型要以厘清和规范大学与院系之间的关系为前提,以建立协商共治的治理结构为关键,以完善治理文化为落脚点。
Under the background of "Double First-rate"construction,the refinement of the function of university department,the diversification of the interest groups,and the culture of innovation have posed challenges to the traditional model of the university faculty governance in China. The traditional model of school governance in China is no longer adapted to the current university. With the development of the situation,college governance urgently need a new governance model that matches the "Double First-rate". Secondly,from the perspective of practice,the faculty governance still has some problems,such as the unclear responsibilities between schools and colleges,the imperfect internal governance structure,and lack of governance culture in colleges and universities. The transformation strategies of the faculty governance mainly clarify the relationship between university and school,establish the deliberative-shared governance structure and build governance culture. Through the discussion of the transformation strategy of universities governance under the background of "Double First-rate",arouse the academic community to think deeply about the modernization of faculty governance,and further promote the transformation of the faculty governance.
