微观政策环境可用于判断思想政治教育政策制定的是否科学,执行是否有效。改善高校辅导员微观政策环境,是推进辅导员队伍有序发展的需要,是提高政策执行力的需要,也是完善思想政治教育环境的需要。当前高校辅导员主要在选聘工作、晋升工作以及培养使用三个方面存在现实困惑。在认真分析和解读《关于加强和改进新形势下高校思想政治工作的意见》的基础上,从高校思想政治教育微观政策环境的改善出发,提出解决困惑的对策,以便为高校辅导员队伍发展搭建更好的平台。

The micro-policy environment is the main factor in estimating whether the policy of ideological and political education is scientifically made and efficiently complemented. It is imperative to improve the micro-policy environment for college counselors in order to promote their orderly development,to improve the executive ability of policies,to improve the environment of ideological and political education. At present,there are still a few problems remaining in the recruitment,promotion and training of college counselors. This article is based on careful analysis and interpretation of ＂The Opinions of Strengthening and Improvement of Ideological and Political Work under the New Situation＂. It aims to find a solution to build a better platform for the development of college counselors by improving policy environment of the micro ideological and political education.
