On the occasion of 40 th anniversary of reform and opening up and the arrival of 30 th anniversary of the Chinese disabled federation, reviewing the historical process of the development of persons with disabilities with Chinese characteristics, analyzing the future developing trend, and further defining the new historical position and era coordinates of China＇s career of persons with disabilities, it is of great theoretical and practical significance to open up a new situation for the cause of persons with disabilities with Chinese characteristics in the new era. This article is published in three parts.
