摘要
对新中国成立以来我国特殊教育经费政策的发展进行分析发现,特殊教育经费的来源经历了从一元化向多元化的逐步完善,经费的分配经历了从一刀切向精细化的逐步过渡,经费的使用则是从不足到优化的逐步迈进。尽管从来源、分配到最终使用,我国特殊教育经费政策的发展取得了一定的进步,但随着我国特殊教育事业的发展,政策制定的滞后性、研究的缺失性和落实过程中的柔性等问题一一暴露出来,无形中阻碍了特殊教育事业的进一步发展。
The article analyzes the development of funding policy for special education since the establishment of People's Republic of China, finding that the source of special education funding has gone through one-subject to multi-subject, the distribution of funding has developed from one-size-fits-all to differentiation, the use of funding has developed from insufficiency to optimization. Although there has been some progress in the development of special education funding policy from its source to distribution and use, with the development of our special education, the problems of lag of policy making, the lack of research and the flexibility in the process of policy implementation are all exposed, which hinders the further development of special education.
