排污许可制是我国正在逐步建立的一种新型环境管理制度体系,是固定污染源环境管理的核心制度。作为国家重点行业之一、同时集中度较低的造纸企业,在这一轮排污许可证发放的过程中,受到了严峻的挑战。不能达标排放的散乱污企业无法获得排污许可证,被要求关停。排污许可制作为企业守法、部门执法、社会监督的依据,为提高环境管理效能和改善环境质量奠定坚实基础。

Sewage permit system is a new environmental management system which is being established step by step in our country. It is the core system of fixed pollution source environmental management. As one of the key industries in China,papermaking enterprises with low concentration have been confronted with severe challenges in the process of issuing discharge permits. Disorderly pollution enterprises that fail to meet the standards of discharge are required to shut down because they are unable to obtain emission permits. As the basis of enterprise law-abiding,department law enforcement and social supervision,the sewage permit system lays a solid foundation for improving the efficiency of environmental management and improving environmental quality.
