欠发达地区构建创业生态系统的关键路径研究

Study on Key Paths to Establish Entrepreneurial Ecosystem in Less Developed Areas

构建创业生态系统是促进区域创新创业活跃开展和提高创业成功率的重要抓手。文章基于欠发达地区创新创业资源匮乏的实际现状,在系统分析创业生态系统构成要素及要素功能发挥的机理基础上,结合新企业成长规律,研究提出欠发达地区构建创业生态系统的关键路径和举措,包括围绕产业链打造创业服务体系、构建数据共享平台、发掘地方资源优势、培育核心企业、营造创业文化、发展资本市场等方面。针对政府在主导创业生态系统构建中的经典问题,从培养新扎根能力和高潜力公司、保持系统的开放性和企业间生态位差以及政府正确定位等方面提出具体的对策建议。

Establishing entrepreneurial ecosystem is an important grasp to promote the vibrancy and success possibility of regional innovative entrepreneurships. In view of the reality of lacking innovational and entrepreneurship resources in less developed areas,based on the systematic analysis of the component factors of entrepreneurial ecosystem and the mechanisms of realizing functions of the factors, the development laws of new enterprise are combined in this paper, and the key paths and measures of establishing entrepreneurial ecosystem in less developed areas are put forward, including building the entrepreneurial service system centering on the industry chain, constructing a data-sharing platform, exploring the advantage of the local resources, cultivating the pivotal enterprises, creating entrepreneurial culture, and developing the capital market. In view of the classic problems encountered by the government in dominating the construction of entrepreneurial ecosystem, countermeasures and specific suggestions are put forward from the aspects of cultivating abilities of taking root and high potential companies, keeping the openness of the system and ecological differences between enterprises and the proper positioning of the government.
