新时代农村基层团组织建设研究——基于云南省16个州市的调查分析

Research on the Construction of Rural Grass-roots Organizations of Communist Youth League in the 16 Cities and Prefectures in Yunnan Province

农村基层团组织是贯彻落实党团组织重要决定和部署、组织联系广大农村青年团员的纽带和桥梁,肩负着为党组织输送新鲜血液的重任。对云南省农村基层团组织建设现状进行了调研,发现农村基层团干配备难,难以发挥党的助手和后备军的作用;基层工作机制不健全,组织设置模式滞后,缺乏工作载体和阵地;基层党组织对团的工作缺乏足够的重视,团的基层工作出现虚化弱化边缘化的倾向;工作方式滞后、工作内容单一,凝聚力不足,难以适应新时期农村发展和青年需求。在当前环境下,要引导农村青年团员以服务青年需求为中心,完善工作机制,促进基层团组织的活动方式和内容的调整与优化,促进基层团组织凝聚力的全面有效提升;加强党对团的领导,创新"党建带团建"工作;与时俱进,创新团建工作的载体和方式;提高团干综合素质,培养复合型的团干队伍。

The rural grass-roots organization of Communist Youth League is the link and bridge to carry out the important decision and deployment of the party organization and the Youth League organizations of higher level in the rural areas,and shoulder the important task of conveying fresh blood for the party organization. To learn the situation of the organizational construction of the rural grass-roots Youth League,an survey is conducted and some problems are revealed. First,league cadres are difficult to deploy,which makes it hard to give full play to the organization＇s role of the Party＇s assistant and back-up troop. Second,the grass-roots work mechanism is not sound,the organization mode is lagging behind,and the work carrier and position are lacked.Third,the grass-roots party organizations haven＇t paid enough attention to the Youth League organization,and the work of the organization is becoming empty,weak and marginalized. Fourth,the hysteretic work mode,single work content,insufficient cohesive force makes the group difficult to adapt to the rural development and youth needs in the new period. Facing the current environment,we should guide the Youth League members to serve the needs of the youth as the center,improve the working mechanism,promote the adjustment and optimization of the activities and contents of the grass-roots organizations,and facilitate the overall and effective promotion of the cohesiveness of the grass-roots organization. Then,we should strengthen the leadership of the Party to the Youth League organization,and innovate the work of party construction driving that of the Youth League. Thirdly,keeping pace with the times,we should innovate the carrier and mode of the League building work. Finally,We should improve the comprehensive quality of the League cadres and try to cultivate a compound team of Youth League leaders.
