Identification and Prevention of Fiscal Risks in Public-Private Partnerships

PPP项目的长期性、公共性、复杂性和不确定性,导致PPP在实际运行过程中蕴含了诸多风险,这些风险因素一旦暴露,极有可能形成政府的支出责任,对财政正常运行构成压力,诱发财政风险。本文从界定PPP模式财政风险入手,提出PPP财政风险矩阵,在分析PPP模式风险识别与合理分担基础上,系统性识别财政风险的类别,辨析财政风险的归属,并简要提出防范化解PPP模式财政风险的政策建议。

The long-term nature, publicity, complexity and uncertainty of PPP projects have caused many risks during the actual operation of PPP projects. Once these risks are exposed, it is very likely that they will form the expenditure responsibilities of the government, which will constitute fiscal pressure and induce fiscal risks. This paper defines the fiscal risks in PPP mode, puts forward PPP fiscal risk matrix and analyzes the identification and reasonable sharing of fiscal risks in PPP mode. Then the paper systematically identifies the categories of fiscal risks, distinguishes the attribution of fiscal risks and finally put forward the policy recommendations to prevent and resolve fiscal risks in PPP mode in brief
