"扩权强镇"是我国基层政府改革中的热点话题,本文将以衡阳市为研究对象,探讨衡阳是市"扩权强镇"改革推进简政放权的实际情况,深入了解改革背景,总结扩权强镇改革的三大路径,并分析改革过程中存在的一些问题,进一步提出深化衡阳市"扩权强镇"改革的有效对策,以行政区划为视角,通过对衡阳市扩权强镇改革工作的研究,丰富我国基层行政管理体制改革研究成果。

＂Expanding power and strengthening town＂ is a hot topic in the reform of basic-level government in China.This paper, which takes Hengyang as the research object, will discuss the status of Hengyang ＂expanding the power and strengthening the town＂ of Hengyang and promoting the simple government and decentralization. This paper has a deep understanding of the background of the reform and analyzes some problems in the process of reform. Through the research on the reform of the strong power town in Hengyang, this paper enriches the research results of the reform of the basic-level administrative management system in China from the perspective of administrative division.
