Comment on the Transition of the Intergovernmental Cooperative System of Climate Change

政府间气候变化合作制度总体具有稳定性,但该制度内各要素是不断发展变化的,如主权国家的意志、国际会议的成果、国际法律文件的约束力、国家义务的履行状态等。长期以来,尤其是《巴黎协定》生效后,该合作制度的运行发生了深刻的变化。这些变化主要体现在合作理念上的演变,合作主体对抗性的转变和制度运行的转变。未来,政府间气候变化合作制度中,"公约+议定书"模式将继续进行改造,单方行动将得到加强,各国仍将致力于全球气候的共同治理。

The intergovernmental cooperation system of climate change is generally stable,but the elements in the system are constantly developing and changing,such as the will of sovereign states,the outcomes of international conferences,the sanctions of international legal documents,and the fulfilling state of national obligations. For a long time,the operation of the cooperation system has undergone profound changes,especially after the entry into force of the Paris Agreement. These changes are mainly reflected in the evolution of the concept of cooperation,the transformation of the antagonism of the main body of cooperation and the transformation of the system operation. In the future, in the intergovernmental cooperation system on climate change,the Convention ＋ protocol mode will continue to transform,and unilateral actions will be strengthened,and all countries will continue to work together for global climate governance.
