摘要
江苏作为经济大省,在经济高速发展的同时,气候变化和大气污染问题也日趋严峻,9个地级市位列全国大气污染防治重点城市名单,提升空气质量成为江苏省各市政府工作的主要议题。对江苏省各地级市的空气质量、碳排放和主要空气污染物排放、减排成本进行实证分析,并对估计结果进行比较分析,有针对性地提出江苏省推进各城市建设低碳和环境友好型城市的政策建议,为省市政府节能减排决策提供依据。
Although Jiangsu is one of the most developed provinces in China, it is facing increasingly severe problems brought about by climate change and air pollution. Nine prefecture-level cities are on the list of key cities for air pollution prevention and control in China. Therefore, improving air quality has become the main task of municipal governments in Jiangsu Province. Based on an empirical analysis of air quality of all the prefecture-level cities, carbon emissions, major air pollutant emissions, and marginal abatement cost, this paper makes a comparative analysis of the estimated results, and points out the countermeasures for building low-carbon emission and environment-friendly cities.The purpose of this study is to provide references for both the provincial and prefecture-level governments when making policies involving energy-saving, emission reduction and environmental protection.
