自贸区知识产权价值化及保护体系构建实证研究

Empirical research on the Construction of Value and Protection System of the Intellectual Property Rights in Free Trade Area

福建自贸区作为沟通闽台的重要桥梁,承担着为国家和地区经济改革的重要使命,创新自贸区知识产权保护体系是促进贸易便利化的保障和支撑。本文从知识产权价值与企业经营关系出发,讨论知识产权与企业经营收益成正比,进而从知识产权保护能力、制度环境、市场环境、文化环境角度出发,构建知识产权保护体系,最后提出通过构建知识产权协调保护机制和纠纷快速解决机制,在加大人力资源投入的前提下,注重专业人才培养,强化企业的知识产权自我保护意识,最终达到鼓励企业创新研发,促进自贸区健康良性发展的目的。

Fujian free trade zone undertakes the important mission of economic reform for the country and the region as an important bridge for communication between Fujian and Taiwan,and the intellectual property protection system in free trade zone is the guarantee and support to promote trade facilitation.This paper discusses the direct ratio of intellectual property and the profit of the enterprise based on the relationship between intellectual property value and enterprise management.It then establishes Protection System of intellectual property from the perspective of the intellectual property protection capability,institutional environment,market environment and cultural environment.Finally,the authors propose to establish a coordinated protection mechanism for intellectual property rights and a quick resolution mechanism for disputes.The cultivation of professional talents should be paid close attention to and self-protection consciousness of intellectual property rights of enterprises ought to be strengthened under the circumstances of an increase of input of human resources.Finally,the goal of encouraging enterprise RD and promoting healthy and healthy development of free trade area will be achieved.
