Analysis on the Effect of Family Forest Farm on Household Income

文章依托国家林业和草原局集体林权制度改革监测项目的数据，对7省70个样本县的家庭林场现状进行分析，利用样本农户数据建立双重差分模型，发现农户成立家庭林场能提高家庭林业收入和单位面积林地产出；通过对样本家庭林场数据建立Tobit模型，分析了家庭林场收入和单位面积林地产出的影响因素，并发现林业科技服务对两者均有促进作用，林地地块数量和财政奖补资金对两者有负影响，林地面积对家庭林场收入有促进作用，但对单位面积林地产出有负面影响；提出了适量安排家庭林场扶持资金、合理引导家庭林场规模发展以及促进林业科技服务发展等政策建议。

Based on the data of the monitoring project of the collective forest tenure system of State Forestry and Grassland Administration, we firstly analyzed the present situation of family forest farm in 70 sample counties in 7 provinces. Secondly, we used the household-level data to establish a Difference-in-Difference Model and found that the household forestry income, as well as the unit forest output, could be improved by estabhshing family forest farm. Thirdly, we established a Tobit Model to analyze the factors which would influence the income of family for- est farm and the unit forest output. We found that the forestry science and technology service could stimulate the in- come and the unit forest output, while both the amount of forestland plots and the financial subsidies had a negative impact. Also, the forest land area showed a positive impact on the family forest farm income, but it had a negative effect on the unit forest output. At last, some policy suggestions were put forward, such as arranging the support fund of family forest farm appropriately, guiding the scale development of family forest farm reasonably and promot- ing the development of forestry science and technology service.
