中国退耕还林项目机会成本的差异:基于REDD+成本异质性的借鉴

Variation in Opportunity Costs of Grain for Green Project in China:Based on Analysis for Opportunity Cost Heterogeneity of REDD

文章通过引入国际间REDD＋机会成本异质性的研究成果，对中国退耕还林机会成本差异性的改进提供参考及借鉴依据。分析表明：（1）R．EDD＋机会成本在不同计算层次和区域上异质性显著，差异化补偿是值得借鉴的重要因素；（2）REDD＋机会成本涉及平均、边际、总成本三种表现形式，其主流研究采用现值法和模型法核算，合理反映市场调整作用对机会成本的影响是科学报告机会成本的必要条件；（3）主观因素和客观因素是不容回避的成本异质性来源，折现率和时间因素是评价机会成本不容忽视的重要变量。

This paper provided a reference for the improvement of the opportunity cost variation of Grain for Green Project in China by introducing the research results of international R_EDD＋ opportunity cost heterogeneity. The analysis showed that： （1）R_EDD＋ opportunity cost is significant in different calculating levels and regions, differentiated compensation is an important factor worth learning; （2） P,_EDD ＋ opportunity cost involves three forms of average, marginal and total cost, the mainstream research uses the present value method and models to cal- culate, reasonably reflecting the impact of market adjustment on opportunity cost is a necessary condition for scien- tific reporting opportunity costs; （3）subjective factors and objective factors are unavoidable sources of cost heteroge- neity, the discount rate and time factor are important variables that could not be ignored in evaluating the opporm- mty costs.
