高质量建设现代化经济体系的着力点与关键环节

Focus on the Development of Modern Economic System with High Quality

党的十九大报告提出要高质量建设现代化经济体系,这是指导未来中国经济建设的总纲领。高质量地建设现代化经济体系,有五大着力点:一要抓高质量的现代产业体系建设,二要抓高质量的市场体系建设,三要抓高质量的分配体系建设,四要抓高质量的城乡区域发展体系建设,五要抓高质量的经济体制建设。在当前的内外部环境下,高质量建设现代化经济体系的三大关键环节主要有:加快形成推动高质量发展的指标体系、政策体系、标准体系、统计体系、绩效评价、政绩考核,创建和完善制度环境;形成良好的发展环境和坚实的发展底线;更好地发挥政府的能动作用,使精准化的结构性政策有更大的作用空间,重点要在"破""立""降"三个字上下功夫。

The nineteen National Congress put forward the idea of building a modern economic system with highquality,which is the general program guiding China.s economic development in the future. The development ofmodern economic system with high quality has five main points： the development of high quality modern industrialsystem,the development of high quality market system,the development of high quality distribution system,buildingthe high quality urban and rural regional development system,and the high quality economic system. Under thecurrent internal and external environment,three key issues that links of the high quality development of the moderneconomic system are as follows： To speed up the formation of system environment,such as the index system,policysystem,standard system,statistical system,performance appraisal; To form a better development environment andcompact development bottom line; To make better use of the government dynamic role to make the precise structuralpolicy more space,and the emphasis should be done on the three words ＂breaking＂ ＂standing＂and ＂falling＂.
