连片特困地区精准扶贫面临的问题及路径优化

The Problems and Path Optimization of Targeted Poverty Alleviation Faced by Contiguous Severe Poverty Areas

连片特困地区集老、边、少、穷等特点,贫困面积广,贫困程度深、贫困发生率高,贫困人口多,贫困形成原因复杂,是中国新时期脱贫攻坚的主战场。但是,由于入门排斥、需求排斥及规模排斥等原因,连片特困地区精准扶贫还处于探索创新阶段。经过一系列政策演变,连片特困地区在区域减贫和发展方面取得了十分显著的成效。以多维贫困、区域发展、精准扶贫为视角,提高脱贫手段精准度,构建精准扶贫与连片特困地区攻坚融合推进的新扶贫机制,实现连片特困地区精准扶贫与全面脱贫,有助于加快实现中国全面建设小康社会的奋斗目标。

The characteristics of the old,the border,the few and the poor in the contiguous severe poverty areas,such as the wide area of poverty,the deep poverty,the high incidence of poverty,the large number of poor peopleand the complex causes of poverty,are the main battlefields for overcoming poverty in the new period in ourcountry, and because of the basic exclusion, the demand exclusion and scale exclusion, the precision povertyalleviation still in the stage of exploration and innovation. As a result of a series of policy changes,poverty reductionand development in the region have achieved very remarkable results. From the perspective of multidimensionalpoverty,regional development,and precision poverty alleviation,the degree of accuracy of poverty relief means hasbeen improved. We should build a new mechanism of poverty alleviation by combining precision poverty alleviationwith special hardship areas,and realize the goal of building a well-off society in an all-round way in our country assoon as possible.
