摘要
在过去的几十年,"行政化"体制推动了我国国立科研院所的快速发展,科研人员数量达到相当规模。但随着我国经济社会的发展与进步,在僵化的"行政化"体制下,由于收入分配下降等因素,科研人员科研积极性和创新动力出现下滑迹象,使得我国整体的科技水平进步速度缓慢,社会生产力的进一步发展遭遇瓶颈。本文分析了不同科研院所治理模式的类型与特征,通过比较发达国家科研院所治理的国际案例,总结国际上各种类型科研院所治理结构的优缺点,为我国科研院所"去行政化"治理改革的进一步创新提供借鉴。
Since the reform and opening, the administrative system of scientific research institutes in China has promoted the rapid development of scientific research institutes. However, official-oriented and excessive administrative management bring a series of problems such as mismatch between input and output, lack of motivation and ability for researchers, low efficiency of scientific research transformation and application efficiency. This paper analyzes the characteristics of the management models of different scientific research institutes, and summarizes the advantages and disadvantages of various types of scientific research institutes by comparing the international cases in the developed countries, so as to provide reference for the further innovation of the "administrative" governance reform of scientific research institutes in China.
